Popper suggested that theories/laws about the world should come first, and these should be used to generate expectations/hypotheses, which can be falsified by observations and experiments. WebPlato, Spinoza, and Hegel may be taken as typical of the philosophers whose interests are mainly religious and ethical, while Leibniz, Locke, and Hume may be taken as representatives of the scientific wing.
